It's called 'Exposure' and depicts a human form, squatting down, looking out over the water perpetually. The intriguing bit is that the further away you are, the clearer you can recognise the human, the closer you get, the more abstract it becomes.
To me it looks like a really big dude pooping. Especially when there are some tourists venturing into the 'danger zone'.
